Kent County officials still are reviewing their map and plan to present it to Levy Court for a vote in August. Sens. Tom Carper and Ted Kaufman, who both voted for the American Recovery and Re-investment Act of 2009 that created the recovery zone bonds, cheered the counties for getting their plans under way quickly. The program ends Dec.

31, 2010. "Delaware's counties are as cash-strapped as any in the nation, and this provides a much needed boost," the Democratic senators said in a joint statement. "Just like the ARRA funds helped the state with its budget, these funds will give communities affected by job losses the opportunity to secure financing for much needed projects at lower costs. In short, building for a strong future." There are two types of bonds available under the program. The first, called an economic development bond, is limited to public infrastructure or capital projects such as parks, libraries, sewers or government buildings.

Typically, local taxpayers have to pay back the principal and interest on bond money that is borrowed to finance capital projects. But with recovery zone bonds, the federal government pays 45 percent of the interest. That subsidy could save county taxpayers millions of OBITUARIES Stephen Bonnaffon Walters "Steve" living at the Age 62, died peacefully surrounded by his family on Saturday, July 25, 2009. KRIENEN-GRIFFITH www.Delawarefuneral.com HOW GOVERNMENT BONDS WORK A bond is a certificate of debt issued by a government with the purpose of raising money for capital projects. Buyers purchase bonds, which are repaid with interest over a period of time, typically 20 or 30 years. Governments use taxpayer money to pay back the borrowed cash.

Governments are assigned a bond rating, similar to a credit score, that is based on overall financial management. A top bond rating tells investors the government is a good risk and can repay its debts. In Delaware, only the state and New Castle County carry the prestigious Triple-A bond rating from Wall Street's top three rating agencies. dollars, Kalbacher said. New Castle County has reduced its capital budget over the last three years in an effort to control its burgeoning deficit.

The county slashed $75 million from its capital budget this year, eliminating or delaying some 40 projects, including improvements to Banning Park, Delcastle Park, Glasgow Park and a new police shooting range. But the county also raised sewer fees to pay for multimillion-dollar improvements needed to help the aging system meet newer, tougher wastewater guidelines set by the Environmental Protection Agency. County officials think they will spend a bulk of their $50 million in recovery zone bonds on the sewer system because those projects can't wait. "I see this as giving us a lot, of flexibility in future planning," Councilman Bill Bell said. Facility bonds The other type of financing is called a facility bond, which is available for large commercial and manufacturing projects undertaken by private investors.

The county acts as a conduit, allowing the private investors to use the government to obtain the cash at a better interest rate than is typically available through bank financ. ing. However, the loan is done on the investor's credit rating and does not carry any risk for the county. Kalbacher said the county has to decide what criteria it will use to determine who gets a facility bond. He also said several businesses have already inquired about them, though he would not identify them.

Sussex County plans only to use its $16.6 million allotment of facility bonds, and officials there also have received some interest from local businesses. "We would encourage businesses to consider this type of funding as a way to reduce costs and make their projects more feasible," Sussex County Administrator David B. Baker said. "In the long run, we believe this can add jobs and strengthen our overall community." The Treasury Department made recovery zone bonds available to cities with a population of more than 100,000. Delaware has no such cities, so the entire allocation is going to the counties.

However, the counties said they will make some of the money available to towns. Contact Angie Basiouny at 324-2796 Exceptional Exceptional Facilities Care Your loved one deserves the finest.
